MSM Cement is developing MSM Kebbi Cement in North-West Nigeria: a 3 million tonnes-per-annum first cluster valued at around US$600 million, the opening step of a four-cluster programme targeting 12 Mtpa.

In March 2025 the Kebbi State Government and MSM signed a Memorandum of Understanding for the plant. Kebbi was chosen for its limestone deposits, a supportive state government and a border position facing Niger and Benin.

How the programme is built

  • In clusters. Each adds around 3 Mtpa for about US$600 million, so capacity follows demand and each phase is financeable on its own.
  • On local limestone. Raw material close to the plant keeps costs and haulage down.
  • For export. Northern Nigeria first, then Niger, Benin and wider AfCFTA markets.
  • With lower-carbon design. Waste-heat recovery, captive power and blended cements.

Plant configuration is illustrative and subject to feasibility study, front-end engineering design and EPC selection.
